Essential Guide to the DVS Import Permit for Malaysia

Importing goods into Malaysia requires adherence to various regulations and permits, and one such critical document is the DVS Import Permit. The Department of Veterinary Services (DVS) Import Permit is essential for anyone looking to bring in products that fall under its jurisdiction. In this article, we’ll explore what a DVS Import Permit is, the purpose it serves, and the process for obtaining one.

What is a DVS Import Permit

A DVS import permit is issued by the Department of Veterinary Services (DVS) of Malaysia or the Jabatan Perkhidmatan Haiwan.

The DVS import licence is a legal document allowing individuals or businesses to import specific regulated animal health and welfare products into Malaysia, including animal feed, veterinary products, and live animals.

Process for the Application of a DVS Import Permit

  1. Registration with the Department of Veterinary Services (DVS)

    • Once the company is registered and legally recognised in Malaysia, it must be registered with the DVS. You must provide the necessary documentation to demonstrate your company’s legitimacy and compliance with relevant laws and regulations.
  2. Product Registration

    • Register the specific products you intend to import with the DVS. Each product may need a separate registration.
  3. Compliance with Regulations

    • Ensure your animal health and welfare products comply with Malaysian regulations and standards. This may include meeting safety and quality requirements.
  4. Labelling and Packaging

    • Ensure that the labelling and packaging of your products comply with DVS requirements, including proper labelling of ingredients, nutritional information, and any relevant warnings.
  5. Import Permit Application

    • Submit an import permit application for the appropriate product to the Head of Quarantine Services and Import/Export Section. The application form can be obtained from the DVS or their website.
    • The required documents are:
      • The ingredient list for each product
      • Process flow for each of the products, which includes the processing temperature and duration
      • Certificate of Analysis (COA) for each product
      • Sample Veterinary Health Certificate issued by the competent government authority of the exporting country for the product
      • Cover letter with the contact address, fax number and telephone number of the importer
  6. Approval

    • Once the Head of Quarantine Services approves, it will issue an approval letter for the importer to apply for an import permit through the DVS online permit system (E-permit 1).
  7. Importation

    • At the customs clearance point, the MAQIS (Department of Quarantine and Inspection Services Malaysia) officers will require

Purpose of a DVS Import Permit

  1. Animal Health and Safety: The DVS import permit is designed to safeguard the health and safety of animals in Malaysia. It helps prevent the introducing of diseases and pathogens that could harm domestic animals or wildlife. The DVS ensures that imported goods meet specific health standards and are free from conditions that may pose a risk to animals in the country.
  2. Quality Control: The permit is used to maintain high quality and safety standards for animal health and welfare products. This includes animal feed, veterinary drugs, vaccines, and other goods. The DVS sets and enforces quality standards for these products to protect animal well-being.
  3. Traceability and Accountability: Import permits help create a traceable record of imported products. This traceability is essential for tracking the sources and quality of imported goods. It also enables authorities to hold importers accountable for the products they bring into the country.
  4. Control of Exotic and Invasive Species: Import permits are essential for controlling the entry of live animals and plant materials that could introduce exotic or invasive species to the Malaysian ecosystem. This control is critical for biodiversity and environmental preservation.
  5. Preventing the Spread of Zoonotic Diseases: Zoonotic diseases can be transmitted from animals to humans. Proper import permit regulations help prevent the introduction of zoonotic diseases, which are a public health concern.
  6. Legal and Regulatory Compliance: Importers must obtain a DVS import permit to comply with Malaysian laws and regulations. This ensures that importers are aware of and adhere to the requirements, which include product standards, labelling, and documentation.
  7. Customs Clearance and Inspection: The DVS import permit facilitates customs clearance processes. Customs officials often require importers to present the import permit and related documents when clearing goods through customs. It also allows the DVS to inspect and verify that imported products meet regulatory standards.
  8. Data Collection and Reporting: Import permits provide a mechanism for the DVS to collect data on the types and quantities of imported products. This data is helpful for monitoring and making informed animal health and welfare policy decisions.
