Based on the nature of the business, location, and compliance history, Taiwanese Customs classifies companies into three types: low-risk business (category L), general business (category G), and high-risk business (category H). A. Omittance of Examination (Type C1):

Some goods are exempt from audit, meaning no document examination or inspection is needed. This type applies to goods used by Taiwan’s President or Vice President, official supplies, personal effects of diplomats, and other approved exempt items. Customs allows immediate clearance after paying customs duties and fees.

B. Document Examination (Type C2):

Under this type, Customs checks the submitted documents related to the declaration. Declarants or their agents visit the Customs office to provide documents like packing lists, bills, catalogues, and notarisations. If no irregularities are found, Customs grants a clearance licence. Otherwise, goods inspection follows.

C. Examination of Documents and Goods (Type C3):

Inspections can be simplified, general, or precise, depending on the situation. Within ten days of the import declaration, declarants of imported goods must apply for Customs inspection to ensure goods are inspected with their presence. While inspections typically occur at the storage location, declarants may need to transport the goods to a designated site if necessary.

During inspections, declarants or their agents must be present to ensure validity and respond to Customs officials’ inquiries. Declarants are responsible for the costs associated with preparations, such as loading/unloading, personnel, and packaging. After the inspections are completed, any necessary corrections are made, and customs clearance permission is granted.

Additional charges may apply, and the processing time is typically within a day if no issues arise. Declarants must comply with legal requirements and maintain a trustworthy record to facilitate smooth customs clearance.
